Hi. Can u explain why in Q20, answer is B, not D.

The phrase, "indicates that according to the services catalogue, the PC will be replaced within three hours" sounds like a SLA contract to the users and not a RFC.

The answer for 20 is correct. Responsibility for replacing the user's PC is with Change Management. Service Level Management concerns itself with relationship with customers and internal providers.
